Toronto police are to release further information today, Wednesday, October 14, 2026, about an investigation in which two Canadian Armed Forces members face a total of 49 charges.

Police Chief Myron Demkiw and Superintendent Joe Matthews, who leads Criminal Investigative Operations, are to brief reporters at a news conference scheduled for 11 a.m. local time at Toronto Police Headquarters.

Sachintha Fernando and James Moreau, members of the Canadian Army’s 7th Toronto Artillery Regiment, have been arrested in connection with the investigation. Both serve in the Army Reserve.

Fernando, 22, and Moreau, 29, were arrested on August 11. Together, they face 49 charges, including kidnapping for ransom, unlawful confinement and using a firearm during the commission of an offence.

The Department of National Defence has stated that, following their arrests, both have been removed from military duties and their access to military equipment, facilities and bases has been restricted.

However, both remain members of the Canadian Armed Forces pending completion of an administrative review of their continued service.

The allegations against them have not been proven in court. Details about the progress of the kidnapping investigation are to be released at today’s news conference.
