Inactive Ration Cards: Union Government Directive and Tamil Nadu’s e-KYC Clarification

The Union government has directed that supplies to PHH and AAY ration cards that have not been used to collect any commodities from fair price shops for more than six consecutive months should be temporarily stopped from October 1, 2026, according to reports citing a Tamil Nadu government statement.
The instruction is described as part of an exercise to identify and verify ration cards that have remained unused for a long period. However, published reports differ on how this restriction is being implemented in Tamil Nadu.
The New Indian Express reports that transactions on unused PHH/AAY cards will be disabled from October 1. DT Next, meanwhile, reports that the Tamil Nadu government has decided not to block any ration cards in the State, citing a senior government official. It therefore cannot be confirmed that all PHH/AAY cards unused for six months have now been blocked in Tamil Nadu.
PHH, or Priority Household, and AAY, or Antyodaya Anna Yojana, are major ration-card categories receiving foodgrains under the National Food Security Act. Tamil Nadu is reported to have approximately 1.17 crore ration cards across these two categories.
Reports describe the Union government’s instruction as a verification measure to establish whether the cards are genuinely in use and whether their holders remain eligible. However, the reports do not provide a confirmed number of cards affected in Tamil Nadu.
This should not be understood to mean that the ration cards of everyone who has not collected supplies for six months are being permanently cancelled. A temporary restriction on transactions and the permanent cancellation of a ration card are different measures.
Meanwhile, the Tamil Nadu government has clarified confusion among the public about the e-KYC process for ration cards.
The government has made clear that supplies of essential commodities, including rice and sugar, must not be stopped for any ration-card holder solely because e-KYC has not been completed.
Although e-KYC is being carried out to verify family members’ identities against Aadhaar and related details, the government’s clarification is that people who have yet to complete it will not immediately lose their entitlement to receive supplies.
The two issues must therefore be understood separately. The Union government’s instruction concerning PHH/AAY cards unused for more than six months is one measure; incomplete e-KYC is a different issue. They should not be combined to conclude that all cards will be blocked.
The verification exercise is described as aiming to ensure that foodgrains distributed under the Public Distribution System reach genuine, eligible beneficiaries, while identifying ration cards that have remained inactive for a long period.
People with doubts about the current status of their ration cards can seek clarification from their fair price shop or taluk supply office. The Tamil Nadu government has asked those who have not completed e-KYC to do so through fingerprint or iris authentication when they visit fair price shops to collect commodities.
